Province strengthens Wetland Conservation Policy

Updates to the province's Wetland Conservation Policy will strengthen the Island’s wetland protection by providing clearer requirements, greater transparency and more consistent decision-making.

The updated policy sets out clear requirements, options, and rates for wetland compensation when impacts cannot be avoided. It also provides greater certainty for landowners and developers while maintaining the province's commitment to protecting wetlands.

"Prince Edward Island's wetlands are an important part of our natural environment, helping protect water quality, reduce flooding and support biodiversity. These changes reinforce our commitment to protecting these valuable resources while making the decision-making process clearer and more transparent.  Islanders deserve a clear understanding of the requirements and a transparent approach to wetland conservation."

- Premier Rob Lantz

The updated policy establishes:

  • Clear compensation options: formalized requirements that allow restoration or creation of wetlands at a 3:1 replacement ratio or contribute to the province's Wetland Protection Fund.
  • Consistent compensation rates: a rate of $60,000 per acre for unavoidable wetland impacts, reflecting existing restoration costs and compensation practices.
  • Flexibility for minor impacts: a limited exemption from compensation requirements for minor wetland impacts, reducing costs for small-scale development projects.
  • Greater clarity and transparency: clearer guidance on compensation requirements to support consistent decision-making.

"These updates strengthen the policy by formally establishing compensation requirements that have been used for many years and provide a clearer framework for decision-making," said Minister of Land and Environment Darlene Compton. "Our priority remains avoiding impacts to wetlands wherever possible while ensuring there are clear and consistent requirements when impacts cannot be avoided."

Introduced in 2003, the Wetland Conservation Policy supports the province's commitment to preventing a net loss of wetland habitat. Compensation collected through the Wetland Protection Fund supports wetland restoration and creation projects across Prince Edward Island.

The province continues to provide mapping tools and resources to help landowners and developers identify potential wetlands early in the planning process. As wetlands may exist in areas not identified through mapping, site assessments are an important part of determining whether development restrictions apply.
