PEI introduces regulations for personal services
The Government of Prince Edward Island has approved new personal services regulations that will standardize health and safety requirements for hair, nail, esthetic, and tattoo businesses starting February 1, 2026.
While many personal service operators currently follow voluntary safety guidelines, the Chief Public Health Office (CPHO) identified a need for formal oversight to ensure consistent infection control for people across the province.

The updated regulations focus on standardizing infection-control practices, such as equipment sterilization and record-keeping, which are already hallmarks of many local businesses. To maintain compliance, businesses will be required to register once every three years.

The CPHO developed these regulations following consultation with stakeholders and the public. Feedback showed a shared desire for a clear, uniform set of standards that ensures every client receives the same high level of care, regardless of where they receive services.
A personal service is a business in which a person provides a service to another person, either on their body or for their personal care. Examples include, but are not limited to, body piercing, hair services, manicures, massages, pedicures, tattooing, non-dental teeth whitening, and waxing.
As of Feb 1, 2026, all personal service businesses in PEI must register for the Personal Services Program. As part of the registration process, routine inspections are completed by Environmental Health Officers to ensure infection prevention and control measures are being followed.
