Free home insulation helps Islanders save money and stay comfortable
The Province of Prince Edward Island and the Government of Canada are investing nearly $15 million over five years to offer free home insulation for low-to medium-income households in PEI.
The new funding allows the province to reopen the program and continue helping eligible Islanders improve the energy efficiency of their homes at no cost.
Adding insulation is an easy way to keep homes comfortable year-round, while lowering energy bills. In PEI, some homeowners have saved up to $1,500 a year on their energy bills after upgrading their insulation.
Homeowners can apply in-person at any Access PEI location. To qualify, they must have an annual income of $55,000 or less and must own and live in their primary residence.
Through this program, contractors and materials are provided at no cost. Experts will help guide homeowners through each step and develop a plan tailored for each home. To ensure eligibility, homeowners must receive approval before upgrades begin. Work completed before approval is not eligible for reimbursement.
Free home insulation is funded through the Canada Greener Homes Affordability Program, which began in 2025. It helps homeowners lower their energy bills and reduce pollution by offering free home energy upgrades, including insulation. These upgrades also support the province’s broader net-zero goals.
This partnership is funded by both governments, with the Government of Canada providing $11.53 million and the Province of PEI contributing $3.45 million. Funding will continue until 2030.
The province also offers home insulation rebates. Since 2023, more than 4,300 PEI homes have received home insulation upgrades.
