Le gouvernement provincial lance un comité expert sur la stratégie en matière de défense

Sept Insulaires ont été nommés au nouveau comité expert sur la stratégie en matière de défense de l’Île-du-Prince-Édouard, qui est chargé d’élaborer une stratégie provinciale visant à saisir de nouvelles possibilités économiques dans le secteur de la défense.

À la suite du lancement de la Stratégie industrielle de défense du Canada et de la création de l’Agence de l’investissement pour la défense du gouvernement fédéral, le gouvernement provincial met en place son propre groupe d’expertes et d’experts en défense afin que l’Île-du-Prince-Édouard soit mieux placée pour participer à ces initiatives nationales.

Le comité de sept personnes est composé de :

  • Tom Dunne (président)
  • Allan Dale
  • Chad Mooney
  • Jeffrey Collins
  • Jeff Minten
  • Lauren Ledwell
  • Lindsay Power

Le mandat du groupe est axé sur les éléments suivants :

  • cerner les forces et les occasions à l’échelle provinciale dans les secteurs de la défense, y compris les possibilités pour l’industrie et les infrastructures à double usage;
  • fournir des analyses stratégiques sur les possibilités économiques et liées à la main-d’œuvre aux niveaux national et international dans le domaine de la défense;
  • formuler des conseils sur les partenariats potentiels et la mobilisation de l’industrie;
  • recommander des mesures de soutien pour les entreprises souhaitant faire leur entrée dans l’industrie de la défense ou y étendre leurs activités.

La province prévoit recevoir le rapport final du groupe au début de l’hiver 2026.

Brigadier General (retraité) Tom Dunne, CD (Chair)

Tom Dunne served extensively during an RCAF career specializing in Search and Rescue and transport operations. He has commanded units both in Canada and on international operations, rising to serve in senior advisory positions to Commander 1 Canadian Air Division and to the Commander of the RCAF. 

Internationally, Dunne worked with the U.S., the U.K. and other allies and partners flying USCG aircraft and representing Canada in both the Pentagon and the Canadian Embassy in Washington. In his final military assignment, Dunne served as NORAD’s Deputy Director for Strategy, Policy and Plans leading a cross-functional team that provided input to NORAD Modernization.

Dunne remains active as a defence consultant, a sessional instructor with the University of PEI and is a Governor with the Board of Directors at the Confederation Centre of the Arts and Holland College.

He holds a bachelor’s degree in engineering, a master’s in arts, and a master’s in public administration. 

He is also a graduate of the UK’s Joint Services Command and Staff College, Canada’s National Security Program and NATO’s General/Flag Officer and Ambassador’s Course.

Lieutenant Commander (Retired) Allan A. Dale, CD

Allan Dale is a defence sector strategist and advisor with a deep understanding of Canada’s maritime and military ecosystems. During a 35-year naval career, Allan twice served as the Commanding Officer of Prince Edward Island’s naval reserve division, HMCS Queen Charlotte.

Dale has also been a member of the University of Prince Edward Island’s Faculty of Engineering as Director of Industry Partnerships. 

Today, Dale applies his experience to his consulting practice where he helps non-traditional firms navigate the complexities of defence procurement. He is also the co-host of the podcast Gale Force Wins which highlights defence industry pioneers and supply chain opportunities. 

Beyond professional military training, Dale holds a Bachelor of Arts in Professional Communication from Royal Roads University and is a graduate of the Culinary Institute of Canada.

Chad Mooney 

Chad Mooney is a PEI-based technology and data science entrepreneur. He currently focuses on growing Agronom AI, a company he founded which applies drone technology in the agricultural sector for spreading fertilizer, seeding and mapping among other uses. 

Mooney served for 13 years in the Canadian Armed Forces across Canada and in Europe where he was stationed in Latvia as part of a multinational mission. 

He is a graduate of the University of Prince Edward Island and the University of New Brunswick where he completed a Bachelor of Civil Engineering. Further, he holds a Master of Management Analytics from Queen’s University which he completed in 2023. 

Jeffrey (Jeff) Collins, PhD

Jeff Collins was recently named Director of the Palmer Canadian Leadership Institute at the Confederation Centre of the Arts and has previously worked in education, research and public defence policy.

He has held senior policy roles with the Government of Prince Edward Island and Canada’s Department of National Defence. At National Defence, he worked on Canada's first ever defence industrial and supply chain strategies. He also served as an Assistant Professor of Political Science at the University of Prince Edward Island, where he remains an Adjunct Professor. 

Collins is widely recognized as a national media commentator on Canadian defence and foreign policy and is the author of two books including Canada's Defence Procurement Woes which explores issues in national defence procurement and decision-making.

Collin’s experience extends internationally through participation in programs including Action Canada, the Perth USAsia Centre, the Warsaw Security Forum, and the U.S. State Department’s International Visitor Leadership Program. He has also served on the Board of the Banff Forum since 2023. 

Collins holds a PhD in political science from Carleton University, a master’s degree in strategic studies, a law degree and a Bachelor of Arts in History and Political Science.

Jeff Minten

Jeff Minten began his career in law enforcement and public safety in 1997 with the Edmonton Police Service before moving to the Office of the Fire Marshall and Emergency Management in 2007 and to the Ontario Provincial Police Training Academy in 2016.  Across these agencies, he served as an operational officer, training officer, fire investigator, training coordinator, team supervisor and specialist. 

Minten joined Holland College in 2019 as Deputy Director of the Atlantic Police Academy in Slemon Park, P.E.I. and became Executive Director in March 2023. He leads a professional team of instructors to develop and deliver training on policing, corrections, firefighting, and other programs. 

Minten is a graduate of the University of Western Ontario, holds a Graduate Diploma in Public Safety and Emergency Management from Wilfrid Laurier, and numerous professional certifications related to policing, public safety, and training.

Lauren Ledwell

Lauren Ledwell is Chief Executive Officer of the PEI BioAlliance, leading the organization’s collaboration with industry, academia and government to promote innovation and generate economic activity in a growing international industry.

Ledwell previously worked with Sandpiper Ventures, a venture capital firm focused on high-growth Canadian tech companies. She has also held senior roles at Manulife, RBC, and Maple Leaf Foods, and served as CEO of discoverygarden.

Ledwell is a co-founder of the Atlantic chapter of Women’s Equity Lab, serves as founding Chair of the Board for the PEI IT Alliance, and is a mentor with Creative Destruction Lab and Emergence. She also serves as a Board Director of Venture for Canada. 

Ledwell holds an MBA from the Rotman School of Management and has completed executive education at Ivey Business School and BI Norwegian Business School.

Lindsay Power

Lindsay Power is a senior aerospace leader with more than 15 years of experience in project management, operations, finance and strategic leadership. Currently serving as Senior Director, Projects with StandardAero, she leads the Project Management Office (PMO) and oversees a portfolio of strategic initiatives supporting one of StandardAero's largest business units. 

In 2017, Lindsay was recognized in the Top 20 under 40 by Wings magazine, which recognizes individuals who demonstrate leadership, innovation, influence and achievement and dedication in Canadian aviation and aerospace. In 2019, Lindsay was awarded the Early Achievement Award by CPA PEI, which recognizes members who have distinguished themselves early in their CPA career through professional achievement and volunteer service. 

Beyond her professional responsibilities, since 2020, Power has served on the Board of Directors of the Atlantic Canada Aerospace and Defence Association (ACADA). 

Lindsay holds a Master of Business Administration from Saint Mary's University and is a Chartered Professional Accountant (CPA, CMA) and Project Management Professional (PMP). Her combination of financial, operational, and project leadership experience provides a unique perspective on organizational strategy, growth, and long-term value creation.
